Political communities are the product of historical evolution over time. Political communities are not a collection of individuals who accidentally come in contact with each other but of people who share certain values, traditions and culture. Rousseau believes that a genuine political community is one that reflects the collective or general will. In other words, individuals comprising a political community collectively agree to uphold the sovereignty of the community.
