This paper will answer questions on how to develop an ordinance for the City of Virginia Beach for stopping noise and drunken behavior from the balcony of hotels. By undestanding the rights of the citizens and the council, we can see how codes and laws enable to the City to halt loud or offensive noises fom balconies fom 2am-6am.
