The Canadian International Development Agency (CIDA) has outlined a policy through which aid to Sierra Leone, as well as other developing countries, can be effectively enhanced. This paper puts forth a proposal through which the reform process in Sierra Leone using the recommendations of the CIDA can be realized. Charts are not included in this version.
