This paper considers whether the economy is growing and whehr this means that the economic downturn has ended, noting the belief in some circles that the economy has turned around and that a recovery is well under way, though the evidence on this is not yet all in given that there remains a soft recovery in terms of job creation and a too-high unemployment rate as a result.
