This paper drafted as a memorandum to Director Towey of the new faith-based department at the White House addresses some of the challenges that may face Director Towey in his new role and suggests recommendations in addressing them. Faith based initiatives are part of a new strategy by the Bush Aministration to provide assistence for Community groups and agencies currently working with minority and at-risk groups.
