The United States of America and the United Mexican States agree to oblige in agreement with their prevailing national legislation in order to predict and consider the effects and consequences that the works planned may have on environmental conditions in the Tijuana-San Diego zone and, if required, agree on a determination of the measures necessary to safeguard environmental conditions and ecological processes.
